Can Sytle Master be used in any way to work on wordpress sites - off-line?

wordpress themes use standard CSS, typically in .css files, so Style Master is ideal for editing those.
However, the challenge is previewing - because WP uses PHP, before your wordpress pages get to your browser, they are processed by a PHP processor, which takes the PHP and converts it to HTML.
Style Master doesn't have a PHP processor, so if you try to preview with a .php file, it won't look very good :-)
So, there are two options - create a preview page, by saving the HTML from a browser when you view your blog, or, using either an online or local URL.
As you specifically mention offline, in this case, you'll need a version of PHP, MySQL, the Wordpress code as well as a web server running locally. Mac OS X has most if not all of this pre installed, and it is fairly easy to set up the rest. With Windows, it's a little more work, but not rocket surgery :-)
